Conservation News - Drought in California still a problem

California Falls Short of Water Conservation Goals, says ABC News.  

According to the article, although it is raining now, California would need 150% of its usual rainfall per year to recover. 

Californian officials are unclear on why the state hasn't been more successful in meeting it's water conservation goals.  Governor Jerry Brown requested a 20% reduction in water use, but the best the state has achieved is an 11% reduction in August.
