This Careguard laminar faucet fixture is the aerator for healthcare and hospital applications.  From the manufacturer:  "By utilizing AgION™ antimicrobial technology, Careguard delivers built-in protection to help reduce the growth of bacteria, mold and mildew within the faucet attachment. Why should you be worried about faucet attachments in healthcare settings?  From the manufacturer: "Every time a faucet is turned off a few drops of water are trapped inside the aerator (or laminar device) where they stagnate, warm up and eventually evaporate. This leaves a film of scale or source of food for biofilm.
